THE STORY

Four years ago, when I began my adventure into investigative video journalism, the first thing that really caught my attention while obtaining stories about fire, EMS, and police, was one particular officer: Israel Salazar with the Lafayette Police Department in Indiana, badge number 417.

Initially, I witnessed Salazar committing a number of minor traffic infractions, absent any emergency situation. Over time, I witnessed numerous violent tendencies from Salazar toward the public. He would stop anyone walking on the sidewalk or riding a bicycle to question them, demand identification, and search them, without any complainants of a crime, ordinance violation, reasonable suspicion, or probable cause. During traffic stops, I witnessed Salazar mistreat people by using unnecessary force. I further captured Salazar searching through vehicles on private property on multiple occasions and peeping through people's windows.

After seeing all that I did, I began to discuss these instances in my live videos, and how this officer was not acting accordingly, and that he needed to be removed from the Lafayette Police Department. After Salazar became aware of this, in an attempt to dodge transparency and keep his actions hidden, he filed a protective order against me as a citizen in his personal capacity. I was never informed of the petition and hearing over the protective order, I was only issued notice of its existence after the hearing when I was served with the order during a livestream.

Once I was served with the protection order, I filed for a hearing. At that hearing, Salazar had Tippecanoe County Corrections K-9 officer Jim Knoggle, falsely testify that I blatantly pointed out during a livestream, where Salazar lived. When actually, I unknowingly drove by his house during a livestream where I showed the viewers the grave of Shannon Hoon (from Blind Melon). Ultimately and importantly, the protective order prevented me from recording him in his professional capacity as a public servant.

The judge stated in the order that this protective order does not take away my free speech, but it did take away my 1st Amendment right to free press. if that's not corrupt, I don't know what is...

Typical protection orders require 3 instances that would meet the conditions of one to be protected. Salazar's attorney did not present ANY instances of interactions that would deem one to be protected. Salazar's attorney was the same attorney that represents the City of Lafayette. Salazar's attorney was also paid for by city funds, your tax dollars.

Which brings us to the events of this video. I was riding down the road with a fellow journalist, in his car, I'm in the passenger seat. A cop gets behind us and begins to follow us. This continues for at least 20 minutes, him turning every turn we made and stopping every time we stopped. One cop turned into two, as we continue to drive. One of the police cars pulled up next to us, I turned my head to look into the eyes of Israel Salazar. Not once, but twice did this happen. The driver and I were overly careful about our driving to ensure that we would not get pulled over. If you listen closely in the video, you can hear our usage of turn signals for every turn.

After an extended game of cat and mouse, we got pulled over, one of the officers being the cop with the protection order against me, Israel Salazar.

After the stop, I filed for copies of dashcam footage, body cam footage, and radio traffic. I have waited 5 months for these documents. During that 5 months, I repeatedly followed up with the LPD records division regarding this public information. The Lafayette Police Department refused these public records for 5 months, to cover up for Officer Salazar. The other day, I finally received a response...
